Region 4 Reports

Early Childhood Regional Needs Assessment highlights data and stories from community members across the Region and includes strengths, family- and community-identified needs, and recommendations for how to make our local Early Childhood Education and Care (ECEC) services more accessible and equitable. 

Addendum includes additional community feedback captured as our Regional Team and Action and Family Councils shared our initial report’s findings throughout the Region.  

Action Plan is a living community document that focuses on the top priorities from our Region’s initial ECEC needs assessment. Council members developed Specific, Measurable, Achievable, Relevant, and Time-bound (SMART) goals for each recommendation and plans and timelines to fulfill them. 

Early Childhood Needs Assessment: Focus on Mental & Behavioral Health features stories from families and ECEC providers about the challenges and successes they have accessing Mental and Behavioral Health services.

Meet Your Regional Team!

Livia Bane

Livia Bane (she/her) is the Regional Council Manager for Region 4. She has worked in the Early Childhood field for over 20 years. Her professional journey has allowed her to work directly with children, parents, and organizations that support and advocate for the Early Childhood field. 

Livia holds a bachelor’s degree in Child Development, a master’s degree in Public Administration, and a certificate in Nonprofit Leadership. Livia is the mother of three (one set of twins) and in her free time loves to be active in sports and volunteer for causes that are near and dear to her heart.

Kelly McNeal

Kelly McNeal (she/her) is the Family & Community Engagement Specialist for Region 4. She has been in the human services field for over 10 years, five years of which were focused on Early Childhood. Kelly is an advocate for family and community engagement, working with a wide range of families, community partners, and stakeholders in her county.  

Kelly has a bachelor’s degree in Human Service from Judson University. She holds certifications as a Qualified Intellectual Disability Specialist, Partner Abuse Intervention Professional, and has an Advanced Certificate in Criminal Justice. Born and raised in Rockford, Illinois, Kelly believes in creating positive and equitable pathways for the individuals and families she serves. In her free time, she enjoys cooking for her family and relaxing on the patio at home.

Jennifer Miller

Jennifer Miller (she/her) is the Region 4 Administrative Support. Jennifer brings a wide range of experience, having worked in Office Management, Human Resources, Customer Service, and Inside Sales. She is passionate, purpose-minded, organizationally focused, excellence driven, and shines in staff/customer engagement. Jennifer loves meeting new people, enjoys building relationships, and is excited to be working with an organization that focuses on families and children in her community.

Jennifer was born and raised in Rockford, Illinois, and is quite fond of the many local restaurants, shops, and events it has to offer. When not working, you can find Jennifer making new memories spending time with family and friends, cooking, shopping, and traveling to new as well as favorite destinations.

La Evaluación de necesidades regionales de la primera infancia destaca datos e historias de miembros de la comunidad en toda la región e incluye fortalezas, necesidades identificadas por la familia y la comunidad, y recomendaciones sobre cómo hacer que nuestros servicios locales de educación y atención de la primera infancia (ECEC) sean más accesibles y equitativos. 

La Adenda incluyen comentarios adicionales de la comunidad capturados cuando nuestro Equipo Regional y los Comités de Acción y Familiar compartieron las conclusiones de nuestro informe inicial en toda la región.  

El Plan de acción es un documento comunitario vivo que se centra en las principales prioridades de la evaluación inicial de necesidades de ECEC de nuestra región. Los miembros del consejo desarrollaron metas específicas, mensurables, alcanzables, relevantes y con plazos determinados (SMART) para cada recomendación y planes y cronogramas para cumplirlas.  

La Evaluación de necesidades de la primera infancia: enfoque en la salud mental y conductual presenta historias de familias y proveedores de ECEC sobre los desafíos y éxitos que tienen al acceder a los servicios de salud mental y conductual.

Livia Bane

Livia Bane (ella/la) es la Gerente Regional del Comité para la Región 4. Ha trabajado en el campo de la primera infancia durante más de 20 años. Su trayectoria profesional le ha permitido trabajar directamente con niños, padres y organizaciones que apoyan y defienden el campo de la primera infancia. 

Livia tiene una licenciatura en desarrollo infantil, una maestría en administración pública y un certificado en liderazgo sin fines de lucro.  Livia es madre de tres (un par de mellizos) y en su tiempo libre le encanta participar en deportes y ser voluntaria en causas que le son cercanas y estimadas.

 

Kelly McNeal

Kelly McNeal (ella/la) es la Especialista en Participación Familiar y Comunitaria de la Región 4. Ha estado en el campo de los servicios humanos durante más de 10 años, cinco de los cuales se centraron en la primera infancia. Kelly es una defensora de la participación familiar y comunitaria, y trabaja con una amplia gama de familias, socios comunitarios y partes interesadas en su condado.

Kelly tiene una licenciatura en Servicios Humanos de la Universidad de Judson. Tiene certificaciones como Especialista Calificada en Discapacidad Intelectual, Profesional de Intervención en Abuso de Pareja y tiene un Certificado Avanzado en Justicia Criminal. Nacida y criada en Rockford, Illinois, Kelly cree en la creación de caminos positivos y equitativos para las personas y familias a las que sirve. En su tiempo libre, le gusta cocinar para su familia y relajarse en el patio de su casa.

Jennifer Miller

Jennifer Miller (ella/la) es la encargada de Asistente Administrativo de la Región 4. Jennifer nació y creció en Rockford, Illinois, y disfruta mucho de la gran variedad de restaurantes, tiendas y eventos que ofrece la ciudad. En sus ratos libres, pasa tiempo con su familia y amigos, cocina, va de compras, y viaja a sus destinos favoritos o a lugares nuevos.
