BACKGROUND

In Spring of 2021, the Governor’s Commission on Equitable Early Childhood Education and Care Funding made several bold recommendations on the funding goals and mechanisms to provide more equitable access to high-quality Early Childhood Education and Care (ECEC) services within the State.

  • To further increase equity in funding across the State, Birth to Five Illinois is issuing grant funds to Local Early Childhood Collaborations to deepen their work and to jumpstart the creation of new Local Collaborations focused on strengthening ECEC systems.

    By “Collaboration,” Birth to Five Illinois refers to the collaborative process of stakeholders coming together to discuss issues in their community using systems-thinking approaches to identify the issues, root causes, and solutions. Birth to Five Illinois seeks to drive funding into areas that have been historically overlooked by prioritizing communities with a high number of children in families living on poverty-level incomes, households with limited English proficiency, and areas with a high Social Vulnerability Index (SVI), among other indicators.

    In Fiscal Year 2023, Birth to Five Illinois issued $2.6 million in Implementation Grants (funded by the Illinois Department of Human Services (IDHS)) to existing Local Early Childhood Collaborations. The grant funding was closely tied to the Governor’s focus on regaining and increasing enrollment in ECEC programs and services, as there have been sizable decreases in enrollment due to the COVID-19 pandemic. Birth to Five Illinois also issued $575,00 in Planning Grants (funded by IDHS and the Early Childhood Governance and Finance Project) to help groups develop new Local Collaborations.

    In Fiscal Year 2024, Birth to Five Illinois issued an additional $3.1 million, $2,313,990 in Implementation Grants to existing Collaborations and $836,010 in Planning Grants for new Early Childhood Collaborations to support their systems building and family engagement work at the local level.

    In Fiscal Year 2025, Birth to Five Illinois has issued an additional $3 million, in Subcontracts (funded by the Illinois State Board of Education) to existing Collaborations and will issue $75,000 in Planning Grants (funded by the Early Childhood Governance and Finance Project) to groups seeking to establish new Early Childhood Collaborations in areas where none have yet been established.

IMPLEMENTATION GRANT DETAILS

Up to $80,000 per Collaboration for Year 1 with the option to seek renewal funding for one additional year. Renewals and renewal amounts are contingent upon funding. 

Existing Local Early Childhood Collaborations must use these grant funds toward strategies to increase enrollment in ECEC programs and services.  

Grant awards were prioritized toward Collaborations serving: young children in families living on poverty-level incomes, children of color, households with limited English proficiency, areas of high social vulnerability (as determined by the Social Vulnerability Index, or SVI), and areas designated as high risk according to the Illinois Home Visiting: 2020 Statewide Needs Assessment Update Report to the Health Resources and Services Administration.

  • Applicant must be GATA certified, or partner with a GATA certified fiscal agent, per Illinois Department of Human Services (IDHS) requirement

    The anticipated maximum amount is $80,000. The average expected amount is $70,000.

  • The Social Vulnerability Index is a measure that was created to identify areas that would have difficulty recovering from a major disaster.

    SVI uses factors related to poverty, lack of access to transportation, and crowded housing to determine social vulnerability.

  • The grant cycle for these grants is November 1, 2023 – June 30, 2024. Awardees may submit expenses related to the grant project that occur during this grant cycle.

  • No, you may only receive one Birth to Five Illinois grant per grant cycle.

  • Grantees will receive an initial payment equal to 2/12th (two of twelve months) of their full grant amount. After that payment, Grantees will submit monthly expense reports and receive reimbursement for those expenses.

  • Stipends are an allowable expense. The mechanics of compensation are determined by the Grantee. There are some factors to consider that you would want to discuss with your organization around maximum amounts of compensation for participation vs. contracting. The Grantee would also need to maintain records to document compensation.
